Enforcement has become more visible each year. From July 1, 2026, MoHRE began imposing financial contributions on non-compliant companies, amounting to Dh10,000 per month, or Dh120,000 annually, for each position not filled with an Emirati citizen. For a company with several unfilled positions, the cost grows quickly.
The ministry also targets attempts to bypass the rules. MoHRE has warned against manipulating targets and "Fake Emiratisation" schemes, which it treats as serious labour market violations. Earlier announcements indicated that fines of up to Dh500,000 can be imposed on companies that circumvent the targets. Companies found in violation may also see their rank lowered in MoHRE's establishment classification system, along with corrective measures.
Because penalty amounts and procedures can be updated, employers should confirm the latest figures directly with MoHRE.
