A beam intensity or photon flux per transverse phase-space <volume>, with any spectral bandwidth convention stated. In the far-from-diffraction-limited case with fixed flux and negligible dispersion contributions, brightness scales inversely with $\varepsilon_x\varepsilon_y$.
