Polarization and magnetization produce the effective sources
$$
\rho_{\rm b}=-\nabla\cdot P,
\qquad
J_{\rm b}=\partial_tP+\nabla\times M.
$$
Defining $D=\epsilon_0E+P$ and $H=B/\mu_0-M$ moves these sources into the macroscopic fields.
