= Charge conservation from Maxwell equations

Taking the divergence of the Ampère-Maxwell equation and using Gauss's law gives
$$
\partial_t\rho+\nabla\cdot J=0.
$$
Hence the charge in a fixed volume changes only through current crossing its boundary.
