True. The hypothesis says that $\alpha +\alpha$ and $\beta$ commute under ordinal addition. By the commuting ordinal addition classification, comparison of their Cantor normal forms implies that $\alpha$ and $\beta$ themselves commute. Thereforeso both outer expressions equal the middle one.
