= Compatibility condition for the Lasso

A compatibility condition lower-bounds prediction norm by a scaled $\ell^1$ norm on a <Lasso cone condition>. One convention requires $|S|\lVert X\delta\rVert_2^2/n\geq\phi^2\lVert\delta_S\rVert_1^2$ throughout the cone.
