= Decoupling inequality for the parabola

For Fourier supports in $R^{-1/2}\times R^{-1}$ caps along the parabola,
$$
\left\|\sum_\theta f_\theta\right\|_p
\lesssim_\epsilon R^\epsilon\left(1+R^{1/2-3/p}\right)
\left(\sum_\theta\|f_\theta\|_p^2\right)^{1/2}.
$$
