Effective population size is the size of an idealized population giving the relevant rate of <genetic drift> or ancestral coalescence in the population being modeled. In the standard neutral diploid coalescent, time is measured in $2N_e$ generations and the population-scaled <mutation> parameter is $\theta=4N_e\mu$.
