Instantaneous neutrino decoupling followed by electron-positron annihilation conserves electromagnetic entropy. The electromagnetic entropy count falls from $11/2$ to $2$, giving $T_\nu/T_\gamma=(4/11)^{1/3}$ after annihilation.
