The Hamilton--Jacobi--Bellman equation is the continuous-time <Bellman equation>. For state dynamics $\dot x=f(x,u,t)$, running cost $L(x,u,t)$ and terminal cost $\Phi(x)$, a smooth <value function> satisfies
