Yes. Alice and Bob both measure in the Hadamard basis $|+⟩,|-⟩$. The identitiesshow that their outcomes agree for $|{\Phi }^{+}⟩$ and differ for $|{\Phi }^{-}⟩$. After exchanging one classical bit they know which state they had. This is the LOCC discrimination of two Bell states.
