A <strong local minimizer of a variational integral> is an admissible $\bar u$ for which there is $\varepsilon>0$ such that
$$
\boxed{I(v)\geq I(\bar u)\quad\text{whenever }v\in\mathcal A,
\ \|v-\bar u\|_\infty<\varepsilon.}
$$
The competitor's derivative need not be close. This compares with a larger family of competitors, which is why it is the stronger minimality property.
