An <entangling gate> is a <unitary operator> on two <quantum systems> for which \b[some pure product input is mapped to an entangled state]:
$$
\boxed{\exists\,|u\rangle_A,|v\rangle_B:\quad
U(|u\rangle_A\otimes|v\rangle_B)\ \text{is entangled}.}
$$
It need not create <quantum entanglement> from every <product state>. For example, a <controlled-NOT gate> entangles $|+\rangle|0\rangle$ but leaves $|00\rangle$ a <product state>.
