= Solution

<Gauss lemma for polynomials> says that the product of two <primitive polynomials> in $\mathbb Z[X]$ is primitive. Equivalently, a primitive polynomial in $\mathbb Z[X]$ is reducible over $\mathbb Q$ exactly when it is reducible over $\mathbb Z$.
