The divergence is the trace of the velocity-gradient tensor:
$$
\nabla\cdot u=A+E+I.
$$
Thus the flow is incompressible exactly when
$$
\boxed{A+E+I=0}.
$$
The constant <vector> $U_0$ is unrestricted.
