Similarly,

\mathbb E[2^{2X_1}]=\sum_{\text{leaves }v}2^{d(v)}\le\ell2^b.
$$
Thus $\operatorname{Var}(L)\le\ell2^b/n$. Chebyshev's inequality gives
$$
\boxed{\mathbb P\left(\frac{|L-\ell|}{\ell}\ge\alpha\sqrt{\frac{2^b}{n\ell}}\right)\le\frac1{\alpha^2}.}
$$
