Choose
$$
\omega=\sqrt{\frac km-\frac{b^2}{4m^2}},\qquad
\kappa=\frac{b}{2m\omega},\qquad T=\omega t^*.
$$
Using $\delta(t-nt^*)=\omega\delta(\tau-nT)$ and $y=m\omega x/P$ then gives exactly the displayed dimensionless equation.
