Since $\operatorname{Var}(X_j)=j^2/3$,
$$
V_n:=\sum_{j=1}^n\sigma_j^2=\frac13\sum_{j=1}^nj^2\sim\frac{n^3}{9}.
$$
Thus $V_n^{-1/2}S_n$ differs by a factor tending to $3$ from $n^{-3/2}S_n$. Slutsky's theorem and part (c) yield
$$
\boxed{V_n^{-1/2}S_n\Rightarrow N(0,1).}
