The cosine-difference identity gives $\cos x-\cos3x=2\sin2x\sin x$. Hence
$$
\frac{\cos x-\cos3x}{x^2}
=4\frac{\sin2x}{2x}\frac{\sin x}{x}.
$$
Each <sine> ratio tends to one, so
$$
\boxed{\lim_{x\to0}\frac{\cos x-\cos3x}{x^2}=4.}
$$
Equivalently, the quadratic terms of the two <cosine> expansions differ by $4x^2$.
