A real square <matrix> $Q$ is <orthogonal> when $Q^TQ=I$, equivalently $Q^{-1}=Q^T$. For $c=\cos\theta$ and $s=\sin\theta$,
$$
M(\theta)^TM(\theta)=\begin{pmatrix}c&-s\\s&c\end{pmatrix}\begin{pmatrix}c&s\\-s&c\end{pmatrix}
=\begin{pmatrix}c^2+s^2&0\\0&c^2+s^2\end{pmatrix}=I.
$$
Thus \b[$M(\theta)$ is <orthogonal> for every allowed angle], and indeed for every real angle.
