For a comparison appropriate to this 2012 examination, use the reference-design and conceptual-design targets rather than later revised starting stages:
$$
\boxed{\begin{array}{c|c|c}
\text{Design}&\sqrt{s}&\mathcal L\;(\mathrm{cm^{-2}s^{-1}})\\\hline
\text{ILC reference design}&500\,\mathrm{GeV}&2\times10^{34}\\
\text{CLIC multi-TeV design}&3\,\mathrm{TeV}&5.9\times10^{34}
\end{array}}
$$
The ILC reference programme included scanning approximately $200$–$500$ GeV and a possible $1$ TeV upgrade. The CLIC 2012 studies included lower-energy construction stages as well as the ultimate multi-TeV machine. These are design goals, not achieved operating luminosities.

<Collider luminosity> sets the event rate for a process of cross-section $\sigma$ through $dN/dt=\mathcal L\sigma$; it is not radiated optical power. https://arxiv.org/abs/0712.2361[ILC Reference Design Report, Volume 3 (2007), design energy and peak luminosity in the abstract]{ref} https://indico.cern.ch/event/216895/contributions/442123/attachments/347325/484269/lucaci_FCAL.pdf[CLIC CDR status, November 2012, slide 33: staged energies and total luminosities]{ref}
