= Solution

The notation means that $n$ divides $a_1-a_2$:
$$
\boxed{a_1\equiv a_2\pmod n\ \Longleftrightarrow\
\text{there exists }k\in\mathbb Z\text{ with }a_1-a_2=kn.}
$$
This is <congruence modulo an integer>; equivalently, the two <integers> have the same remainder on division by the positive <integer> $n$.
