= Solution

With column-vector <homogeneous coordinates>, the translation matrix is
$$
\boxed{T(a,b)=\begin{pmatrix}1&0&a\\0&1&b\\0&0&1\end{pmatrix}.}
$$
It maps $(x,y,1)^T$ to $(x+a,y+b,1)^T$. The final coordinate incorporates the constant displacement into <matrix multiplication>.
