\b[False.] For $n\ge3$, every factor from $3$ through $n$ is at least $3$, so
$$
n!\ge2\cdot3^{n-2},\qquad
\frac{n!}{2^n}\ge\frac29\left(\frac32\right)^n\longrightarrow\infty.
$$
No fixed multiple of $2^n$ eventually bounds the <factorial>, contradicting the definition of <Big O notation>. No use of <Stirling's approximation> is required.
