Starting from a unit vector $v_k$, Rayleigh quotient iteration sets $\mu_k=R[v_k]$, solves
$$
(A-\mu_kI)w_k=v_k,
$$
and normalizes $v_{k+1}=w_k/\|w_k\|_2$. The shift $\mu_k$ is updated from the new vector.
