Section 9.6 of <Classical Electromagnetism by Richard Fitzpatrick>. Equations (1289)–(1293) derive the bound-charge Rayleigh limit and <frequency> scaling. The sphere polarizability and needle-orientation calculations in the solutions are separate derivations.
