The reflexive closure of a <binary relation> $R\subseteq A\times A$ is $R\cup\Delta_A$, where $\Delta_A=\{(a,a):a\in A\}$. Every <reflexive relation> containing $R$ must contain the diagonal, so this is the least such extension.
