For fixed $A,C>0$,
$$
\psi(x;q,a)=\frac{x}{\phi(q)}+O_{A,C}\left(\frac{x}{\log^Ax}\right)
$$
uniformly for $q\leq\log^Cx$ and $(a,q)=1$. The implied constant may be ineffective. This small-modulus input complements the <large sieve> in the proof of the <Bombieri–Vinogradov theorem>.
