Tidal torque theory explains the early <angular momentum> of a protohalo through the misalignment of its <inertia tensor> $I_{ij}$ and the <Hessian matrix> $T_{ij}=\partial_i\partial_j\Phi$ of the surrounding <peculiar gravitational potential>. At leading order,
$$
J_i\propto a^2\dot D\,\epsilon_{ijk}T_{jl}I_{lk}.
$$
