The local axisymmetric fluid <Toomre stability criterion> is $Q\geq1$. For a <Keplerian shearing sheet>, $\kappa=\Omega$. Collisionless stellar disks use a different numerical normalization; gas drag can permit secular growth even when this fluid parameter exceeds unity.
