A <neutrino> with <energy> much larger than its <mass>. At fixed <momentum>, expanding the <relativistic energy-momentum relation> gives $E_i\simeq p+m_i^2/(2p)$, so differences of propagation phases are governed by $\Delta m^2/(2E)$.
