<ZF without foundation> consists of the axioms of Zermelo–Fraenkel <set> theory with the <Axiom of foundation> omitted. Ordinal-indexed <transfinite recursion> still defines the <cumulative hierarchy>. Its <union> is the well-founded part and need not include all ambient <sets>.
