It refers to the unwanted voltage fluctuation or 'bouncing' on the ground signal due to rapid switching of signals in the circuit. When a device such as a microprocessor switches states (from low to high or vice versa), it can cause a sudden change in current, which can lead to transient voltage spikes on the ground plane.
