An empirical production-cost model uses $C(Q)=C_0(Q/Q_0{)}^{-b}$, with fractional learning per doubling $1-2^{-b}$. It is conditional on technology, inputs, design and cost boundary, and is not a physical guarantee that future deployment must lower system cost.
