 Parabolic mesh refinement

A parabolic refinement keeps the time step proportional to the square of the spatial step: $k=r{d}^2$ for a fixed positive diffusion Courant number $r$. A consistency bound $O(k+d^2)$ then becomes $O(d^2)$, though its separate time order remains one.
