For an oscillation written $A\cos (\omega t-\varphi )$ relative to $A\cos (\omega t)$, a positive $\varphi$ represents delayed maxima. The corresponding unwrapped delay is $\varphi /\omega$, while a single periodic observation determines the phase difference only modulo $2\pi$.
