Ultra-slow-roll inflation occurs on an exceptionally flat potential. The homogeneous field velocity decays as $\dot{\varphi }\propto a^{-3}$, so $ϵ\propto a^{-6}$ and the second Hubble slow-roll parameter approaches $-6$.
