 Velocity-anisotropy parameter

For spherical radial dispersion ${\sigma }_r^2$ and total two-component tangential dispersion ${\sigma }_t^2$, the velocity-anisotropy parameter isPositive values are radially biased, zero is isotropic, and negative values are tangentially biased.
