For a normalized electron speed distribution fT(v), the atomic transition rate coefficient is qij(T)=∫σij(v)vfT(v)dv. Its dimensions are volume per time, so the rate per target atom is neqij. Maxwellian detailed balance gives qji=(gi/gj)e(Ej−Ei)/kTqij for Ej>Ei.
