A constraint force enforces a restriction on the allowed <position> or <velocity> of a mechanical system. For a bead sliding on a smooth wire, it has zero <dot product> with the wire's <tangent vector>. A moving wire can nevertheless do <work> because the bead's absolute <velocity> need not be along that instantaneous <tangent vector>.
