A constraint force enforces a restriction on the allowed position or velocity of a mechanical system. For a bead sliding on a smooth wire, it has zero dot product with the wire's tangent vector. A moving wire can nevertheless do work because the bead's absolute velocity need not be along that instantaneous tangent vector.
