Constructible sets of low rank can appear at later stages (L∩Vω+1=Lω+1)

The equality L∩Vα=Lα can fail even at α=ω+1. Inside the constructible universe, Lω=Vω is countable, so its definable power set Lω+1 is countable. The constructible power set of ω is uncountable there by the Cantor theorem. A real outside Lω+1 remains a constructible subset of ω, hence belongs to Vω+1. The cardinal comparison must be made inside L, since its reals can be externally countable.
