If consumption contributes c(Vξ​−Vw​) to the Hamilton-Jacobi-Bellman equation and has no finite upper bound, finite value requires Vξ​≤Vw​. Strict inequality makes zero consumption optimal locally. Equality describes an active transfer boundary, often reached through singular consumption control.
