The argument in part (a) established Lα⊆Lα+1 for every ordinal α. A transfinite induction on β now proves that every earlier level is contained in Lβ. If β=γ+1, use the inductive inclusions into Lγ followed by Lγ⊆Lγ+1. At a limit stage, every earlier level is one of the sets in the defining union. Equality of indices is trivial. Thus
α≤β⟹Lα⊆Lβ.
