For known λ0, the likelihood ratio of π=1/2 to π=0 is
Λ=2−n(1+eλ0)n0,
(1)
which increases with n0. Reject for n0>c, with randomization at n0=c chosen so that the null rejection probability is exactly α. Since the zero indicators form a Bernoulli family with success probability increasing in π and have a monotone likelihood ratio in n0, the Karlin-Rubin theorem makes this test uniformly most powerful for π>0.
