Under

(1)
the preimage of a basic product neighbourhood U×V is
U∩V−1.
(2)
At almost all finite places, Uv=Vv=Ov, and the condition xv,xv−1∈Ov is exactly xv∈Ov×. Thus these preimages form the usual restricted-product basis for IK. Conversely, every basic idele neighbourhood is obtained by choosing suitable Uv and Vv locally. Hence the restricted product topology on the idele group equals the subspace topology induced by ϕ.
