Regularity at zero gives
r2ϕ′(r)=∫0r1+s2s2,ds=r−arctanr.
(1)
Integrating once more,
ϕ(r)=21log(1+r2)+rarctanr+C,
(2)
where arctanr/r has removable limit one at zero. At r=1, the nonconstant terms sum to 21log2+4π. Hence
ϕ(r)=21log(1+r2)+rarctanr−1−21log2−4π.
