 Cyclic shift operator

On a basis indexed by ${\mathbb{Z}}_N$, a cyclic shift operator has the form $U(a)|b⟩=|a+b\mathrm{mod}N⟩$. The quantum Fourier transform simultaneously diagonalizes all such shifts.
