For $T_{ijkl}=\alpha {\delta }_{ij}{\delta }_{kl}+\beta {\delta }_{ik}{\delta }_{jl}+\gamma {\delta }_{il}{\delta }_{jk}$, direct contraction gives $\mu =3\alpha +\beta +\gamma$ and $\nu =\beta -\gamma$.
