 Lepski bandwidth selection method

Lepski's method compares estimators across an ordered bandwidth grid. It chooses the largest bandwidth whose confidence interval has nonempty intersection with every interval at a smaller bandwidth, thereby adapting to unknown smoothness while controlling excessive undersmoothing.
